As-built documentation for fire alarms

IN executive documentation By fire alarm contains a set of working drawings and text documents that facilitate the process of operating the building. It must be provided to the inspectors of the Ministry of Emergency Situations conducting the inspection upon request. Having a fire alarm ID helps you avoid problems with the law.
If the as-built documentation for the APS (OPS) and SOUE is lost or not completed by those who carried out the installation, it must be restored.

Stages of restoration of as-built documentation for fire alarms

To begin work on restoring documentation, building plans from the Bureau of Technical Inventory (BTI plans) are required.

BTI plans look something like this:

Plan redrawn for AutoCad to editable format.dwg

Then the automatic fire alarm system is examined. The presence, location, number and type of sensors, devices and modules of which it consists are checked. The obtained data is plotted on measurement drawings.

Taking pictures control panels,

manual and smoke detectors.

The distribution of fire alarm loops throughout the premises is also important.

After the examination, you can begin drawing the as-built documentation for the fire alarm system.

This stage is similar to design, but with a ready-made arrangement that needs to be transferred to the plan cable routes.

An example of an executive layout plan for the placement of fire detectors:

Cost of as-built documentation for APS

To determine the cost it is necessary technical certificate buildings or BTI plans. The calculation is made taking into account the area of the object, but The cost of developing as-built documentation depends on many factors. Each order is individual.

Send the initial data to the email indicated in the Contacts section. We will make a calculation as soon as possible and send it to you.

The standard period for completing ID APS up to 2000 m2 is 7-10 days. The price includes a site survey, creation of documentation and delivery of two paper copies of the project to the client.

There are two ways to reduce the cost of performing work (relevant for service organizations and companies with design skills):

  1. Purchase an example project in editable format (dwg, doc). You can link this project to your plans yourself. This option is only possible if there is a project SRO. Documentation contents: title, cover, explanatory note, Total information, symbols, structural scheme, plans for the location of equipment and cable routes, connection diagrams, cable log, specification.
  2. Pay for remote support for your project. You collect all the initial data (plans, location, types of detectors and devices), we carry out standard control of the project.

Call the phone number listed on the website, and our manager will select the best option for you, which will help you save a lot.

Fire alarm included engineering systems building and is a complex set of technical equipment, which includes fire detectors, controllers, warning devices and other special modules. The main purpose of this system is to identify sources of fire at an early stage of a fire. When developing and installing a fire alarm, regulatory documentation must be used, which regulates all aspects of the use of this system during operation.

The list of fire alarm documentation used at any stage life cycle this system includes:

  • Fire safety rules;
  • State and industry standards;
  • Fire safety standards;
  • Standard requirements, Guidelines and Recommendations;
  • Technical regulations;
  • Building codes and rules;

as well as Federal laws that regulate the use of systems security and fire alarm system(OPS) and other low-current engineering systems with which fire alarms are often integrated into a single technical complex-video surveillance (CCTV), warning and evacuation system (SAUE), access control and management system (ACS).

When designing a fire alarm system, it is mandatory to apply the requirements of SP 5.13130.2009 “Fire alarm and automatic fire extinguishing installations”, as well as Federal Law No. 123-FZ of July 22, 2008 " Technical regulations on fire safety requirements." These regulatory documents define all the features of installing fire alarm systems and automatic fire extinguishing determined depending on the type of buildings and premises, and also established standards for the placement, type and number of fire sensors and other engineering equipment these systems.

Availability of a set of design documentation is a necessary condition implementation of all subsequent stages of creating a fire alarm system. Requirements for the design of a fire alarm system are defined in GOST R 21.1101-2009, and the cost of design is calculated in accordance with “ Methodological recommendations to determine the cost of designing anti-aircraft systems fire protection And burglar alarm» MRR3.2.19.02-05.

After completing the installation of the system on site, performing commissioning works and delivery and acceptance of the entire completed set of works, technical documentation of the fire alarm system is drawn up. Below is a list of documentation that must be presented upon delivery and acceptance of the system:

  • as-built drawings of the fire alarm system;
  • certificates for all equipment and cable products;
  • passports of fire alarm equipment and fire alarm bots (sensors, relay modules, control panels, etc.);
  • act of the working commission on acceptance of equipment after testing;
  • certificate of construction readiness of the facility premises for installation of the system;
  • acceptance certificate for installation and commissioning of the system;
  • statement of technical documentation presented during the acceptance of electrical installation work;
  • statement of changes and deviations from the system design;
  • a complete list of installed fire alarm equipment;
  • reports on defects and shortcomings of equipment included in the system identified during commissioning.

All acts are signed by members of the commission, which includes representatives of the customer, general designer, general contractor, subcontractors and facility operation service.

As-built documentation is perhaps the most important part of what we hand over upon completion of all work performed. You can, in fact, not do the work, as is customary in our country, but there must be papers! As the old proverb says: if you did it, write it down; if you didn’t do it, write it down twice. In this post, I will talk about the as-built documentation that we must provide to the customer when commissioning an automatic fire alarm installation, or, more simply put, when commissioning a fire alarm. You can download the forms of documents included in the executive documentation below.

For the laziest, I will immediately provide a list of documents included in the executive documentation:

  1. design and working documentation;
  2. a set of working drawings with changes made to them;
  3. technical documentation of manufacturing enterprises;
  4. Inspection report;

Download acts for executive documentation on fire alarms.

In the archive:

  1. Inspection report

All reports, except for the Test Report of protective pipelines and the Protocol for heating cables on reels, are made in Excel and filled out for convenience and understanding.

For those who are wondering where this list came from, I have provided a brief explanation below.
There is such a wonderful guidance document called “RD 78.145-93. Security, fire and security-fire alarm systems and complexes. Rules for production and acceptance of work.”

We will not discuss it in its entirety, but will only touch on the provisions related directly to the documentation.
To begin with, we are interested in clause 11.4, which reads:

When accepting technical signaling equipment into operation, the installation and commissioning organization must present to the working commission:
  • as-built documentation (a set of working drawings with changes made to them or an inspection report);
  • technical documentation of manufacturing enterprises;
  • certificates, technical passports or other documents certifying the quality of materials, products and equipment used in installation work;
  • production documentation (mandatory Appendix 1).
In this regard, we carefully store all the documentation supplied with the devices, look for certificates on the Internet and print them out (I usually add them to the working documentation at the end).
I would also like to say something about passports. Check their availability and compliance with reality. In accordance with clause 2.4: Technical signaling equipment is allowed for installation after incoming inspection. Incoming inspection of technical equipment supplied by the customer is carried out by the customer or specialized organizations attracted by it. Passports will help you a lot in completing the act. Incoming control. You will remember it when all the detectors are already hanging at a height of six meters...
To accept technical signaling equipment into operation, a working commission is appointed by order of the management of the customer’s organization (enterprise). The procedure and duration of the work of the working commission are determined by the customer in accordance with SNiP 3.01.04-87.
The working commission includes representatives of:
  • organization (enterprise) of the customer (chairman of the commission);
  • installation and commissioning organization;
  • commissioning organization;
  • security units;
  • state fire supervision authorities.

If necessary, other specialists may be involved.

From this point it becomes clear that an exemplary customer should have an order to appoint a working commission. I can say from experience that it is rare that a small business customer burdens himself with drawing up an order. Therefore, we will have to do it too... The standard form is presented in the archive of document forms included in the executive documentation, which can be downloaded below.

Now let's move on to the mandatory Appendix 1, which specifies the production documentation that we transfer:

When installing technical signaling equipment, the production documentation given in the table must be drawn up and, upon delivery, transferred to the working commission (except for paragraphs 2, 3).
  1. Inspection report;
  2. The act of transferring equipment, products and materials for installation
  3. Certificate of readiness of buildings and structures for installation work
  4. Certificate of inspection of hidden work (during installation of electrical wiring)
  5. Incoming inspection report
  6. Protocol for heating cables on reels
  7. Certificate of testing of protective pipelines with separation seals for tightness
  8. Protocol for measuring the insulation resistance of electrical wiring
  9. Certificate of completion of installation work
  10. Certificate of completion of commissioning works
  11. List of installed (PKP SPU) detectors

The acceptance of technical signaling equipment into operation must be documented in an act in accordance with the mandatory Appendix 2.

APPENDIX 2 Mandatory

Upon acceptance and commissioning of technical signaling equipment, the working commission must draw up the documentation shown in the table.

  1. Certificate of acceptance of technical signaling equipment into operation

As usual, we will begin the series of articles by defining which regulatory documents on fire alarm systems (hereinafter referred to as “AFS”) determine the requirements for their availability, technical performance and service. Perhaps a natural question arises: why does an occupational safety specialist need this knowledge? The answer is banal. Knowing the principles of determining the need for an alarm system, you will be able, when an employer enters into a rental agreement for premises, to give an opinion on its compliance with fire safety requirements, thereby further eliminating the risks of receiving penalties from inspection authorities by noting the absence of such in the defective act.

Where are fire alarm systems required?

Fire alarm, warning and fire evacuation control systems must be installed at facilities where exposure to hazardous factors fire can lead to injury and/or death. List of objects to be equipped specified systems, is established by fire safety regulations.

More specific criteria for determining facilities that require the presence of fire automatic systems are defined in Appendix A of the Code of Rules 5.13130.2009 “Fire protection systems. Fire alarm and fire extinguishing installations are automatic. Design norms and rules.”

In tables 1, 2, 3 depending on functional purpose buildings and premises, as well as their area, can determine the need for fire alarm systems.

In addition to determining the need to install an alarm system, the set of rules in section 13 defines the requirements for the installation procedure for an alarm system.

What are the requirements for having fire alarm systems?

Another main document that mentions fire alarm systems is Decree of the Government of the Russian Federation dated April 25, 2012 N 390 (with amendments and additions) “On the fire safety regime” (together with the “Fire safety regulations in the Russian Federation”).

In clause 63, the head of the organization is assigned responsibility for technical maintenance and preventive maintenance of fire protection systems.

The head of the organization provides in accordance with the annual schedule drawn up taking into account the technical documentation of the manufacturing plants, and the deadlines for implementation repair work carrying out routine maintenance and scheduled preventative repairs of fire protection systems of buildings and structures (automatic fire alarm systems, automatic (autonomous) fire extinguishing systems, smoke protection systems, fire warning systems and evacuation control systems).

What documents determine the procedure for maintaining fire alarms?

Regulatory documents for fire alarm systems include standards that define the procedure Maintenance fire alarm, as well as a list necessary documents, confirming the actual maintenance of the fire alarm system.

“RD 25.964-90. System for maintenance and repair of automatic fire extinguishing, smoke removal, security, fire and security fire alarm systems. Organization and procedure for carrying out work” (approved by the Ministry of Electrical Equipment

“Fire automatic installations. Rules for technical content. RD 009-01-96” (approved by MA “Systemservice”, introduced by Order of MA “Systemservice” dated September 25, 1996 N 25)

“Fire automatic installations. Maintenance and preventive maintenance. RD 009-02-96” (approved by MA “Systemservice”, introduced by Order of MA “Systemservice” dated September 25, 1996 N 25).

Further articles will describe in detail the procedure for organizing the maintenance of APS, as well as how to avoid the need to carry out this maintenance in rented premises.

5.4.1. General provisions

Acceptance of ASPS into operation must be carried out by the working commission appointed by order of the head of the enterprise (organizationtion-customer (22).

The working commission includes a representative of the customer (chairman of the commission), general contractor, design, installation and commissioning organization, as well as the organization carrying out TO and R, representative of the State Border Service. Participation of representatives of the State Border Service in the composition state, departmental acceptance commissions are obligatoryinteresting. In addition to the official representative of the State Border Service bodies, State Border Service employees may be involved in the work of the commissions, implementingcontrolling during construction and further operationobject (clauses 2, 4 NPB 05) (23).

The work of the commission is carried out according to the acceptance testing program tion, agreed upon with the territorial body of the State Border Service and approvedby the customer. The acceptance test program should include (24):

main characteristics of the test object;

purpose of testing;

composition of the acceptance committee;

scope of testing and inspections;

logistics support for testing;

safety requirement;

test methodology;

criteria for evaluating test results.

The working commission must (26):

check the quality and compliance of the installation and commissioning work performed with the design documentation, SNiP, PUE, NPB, technical documentation from manufacturers;

conduct comprehensive tests of the automatic installation fire extinguishing systems in accordance with the acceptance testing program. After carrying out comprehensive tests, a report is drawn up (Appendix 28).

If the working commission discovers a discrepancy between the completed installation and commissioning work on the project, regulatory requirements documentation, a protocol is drawn up indicating any deficiencies identifiedstatistics and deadlines for their elimination, as well as the authorities responsible for thistions. After eliminating the installation deficiencies specified in the protocol,the commissioning organization must re-present the installation for delivery (27).

A representative of the State Border Service body who is a member of the commission is obliged (29):

take part in the inspection and acceptance of installed equipment installation of fire protection systems, familiarize yourself with the certificates, technical passports and other documents certifying equipment quality indicators, systems and mouth test reportsnew fire protection;

communicate your opinion in writing to the chairman of the working commission body of the State Border Service on the implementation of the activities provided for by the project and readiness of the installation for acceptance into operation, and if availabledeficiencies - compile and present a list of them.

If violations of requirements are detected regulatory documents, project decisions and activities, a representative of the State Border Service body expresses a special opinion in writing to the chairman of the commission, and the actthe acceptance committee does not sign (30).

5.4.2. Features of systems acceptance into operation fire alarm

Documentation presented upon acceptance of systems into operation fire alarm, must comply with Appendix 30 (35.1).

Acceptance of ASPS into operation without carrying out a comprehensive adjustment and testing is not allowed (35.2).

Upon acceptance into operation of completed installation work and When adjusting the ASPS, the working commission carries out (35.3):

checking the quality and compliance of the installation work performed detailed work of the submitted documentation, operating instructions, technological maps and technical documentation of manufacturing enterprises;

measuring the insulation resistance of the alarm loop and electrical wiring;

measuring the resistance of the alarm loop;

As-built documentation for fire alarms

IN executive documentation for fire alarms contains a set of working drawings and text documents that facilitate the process of operating the building.

Photograph control and control devices,

manual and smoke detectors.

The distribution of fire alarm loops throughout the premises is also important.

After the examination, you can begin drawing the as-built documentation for the fire alarm system.

This stage is similar to design, but with a ready-made arrangement that needs to be transferred to the cable route plan.

An example of an executive layout plan for the placement of fire detectors:

Cost of as-built documentation for APS

To determine the cost, a technical passport of the building or BTI plans are required.

There are two ways to reduce the cost of performing work (relevant for service organizations and companies with design skills):

clause 5. As-built documentation is maintained by the person carrying out the construction.

After all, no one argues that the as-built documentation =CONDUCT= for the installation.
Also, no one doubts that it is not realistic to carry out the installation strictly (strictly) according to the project. There will definitely be deviations. For example, in the trace cable lines, in the actual location of the detectors, etc....
Although the word =deviation= is somewhat dangerous, it entails agreement with the designer (if he is not his own).
We must speak more gently - there are some minor inaccuracies.
Smoker.
If you actually kept the executive documentation, and did it correctly, then after the delivery of the object, why do you need this waste paper?
So hand it over to the customer.
And executive documentation is not only the diagrams that are required of you. So the customer will need to be asked to take everything from you. (see SNiP 3.05.06-85, clause 1.7).
And also in
VSN 123-90 "Instructions for preparing acceptance documentation for electrical installation work"

As is usually well said in
"Fire safety rules for Moscow"
3.1.14. At the site, the person responsible for operating the installation must have the following technical documentation available:

Although here the phrase “design documentation and as-built drawings for installation” is not very accurate.

By the way, not so long ago we discussed the question of whether a project is needed at a commissioned facility?
I won’t bother you, but the point is that the project (more precisely, the working documentation) is needed only for the installers, and the owner of the facility, after commissioning, needs the as-built documentation.

The main regulatory message:
PPB01-03 clause 98. Fire automatics installations must be in good condition and in constant readiness, and comply with design documentation.

Federal Law "TROTPB" No. 123 Article 83 Part 1. Automatic fire extinguishing and fire alarm installations must be installed in buildings, structures and structures in accordance with project documentation, developed and approved in accordance with the established procedure.

Making any changes to the design of the installation, rearrangement of protected premises and other reconstructions may be carried out in agreement with the design organization, notifying the authorities of the State Fire Service (SFS).
3.1.14. At the site, the person responsible for operating the installation must have the following technical documentation available:
a) design documentation and as-built drawings for the installation;

Article 83. Requirements for automatic fire extinguishing systems and fire alarm systems

1. Automatic fire extinguishing and fire alarm installations must be installed in buildings, structures and structures in accordance with design documentation developed and approved in the prescribed manner.

Dear specialists! There is a need, in light of recent events, to consider more carefully the installation and etc. security and fire system newly installed at new or reconstructed facilities. I will write questions in the form of questions or statements.
1) As I understand it, we draw up the as-built documentation for the installed alarm systems not according to VSN123, not according to I1.13-07, but according to RD 78.145-93 (attached file here)? So we take all forms of acts from there?
2) Form of acts on hidden work where do we get it from, from RD 11-02-2006? By the way, does this document also apply to the preparation of operational documentation for the OPS?
3) If we laid some cables in the ground, then we use GOST R 51872-2002 when drawing up the executive circuits. Executive geodetic documentation. Execution rules? Or does it not apply to OPS?
4) Commissioning work: should a commissioning program be drawn up for OPS and where is it regulated (which document MUST require this)? Technical supervision indicates that it is MANDATORY and is agreed upon with the Customer before the start of work. I am attaching here a version of such a PNR program.
5) PNR: what document regulates WHAT and HOW to check in installed alarm systems? What protocols should there be and for what purpose and what is their form? It's a complete mess right now. Laboratories present all sorts of different things that are not based on anything. Are there any standards somewhere? For example, there are Test Standards for electricians, PUE, PTEEP, but where for firefighters?
6) Should installation companies provide verification logs for purchased products, general work logs, and CABLE logs? If cable cables are required, where is this stated? Technical supervision demands, but cannot give reasons. They have only one argument - once the Customer asks, then an unconditional obligation is born on the performers to provide. At the same time, they refer to Article 8 of the Law on the Protection of Consumer Rights and indicate that the Customer purchases the service as a consumer and can demand a lot in accordance with this law as a consumer. In my opinion this is absurd!
7) Should a program be written and agreed upon with the Customer to test the operation of an installed and tested fire alarm system in the presence of a representative of the Customer’s operation? The customer, in the form of operation, now requires this from us.
8) Is it required for cable coils for fire alarm systems that the contractor purchases to include factory test reports for the cable with the as-built documentation? After all, protocols for cables of low-current systems are not provided by manufacturers. The customer requires it, but the suppliers indicate to us that such protocols are not provided, only for cables starting from 0.4 kV. Where is it written that we are obliged to provide such protocols to the Customer and that the manufacturer is obliged to issue them?
9) Is the Customer right in demanding certificates for purchased products (a copy of these certificates) with the ORIGINAL blue seal of the supplier organization from whom we purchased the products? We put the “Copy is correct” stamp on the certificates from our installation organization. Although we can download these certificates from the Internet and affix our own stamps. However, the Customer asks for the seal of our final SUPPLIER, that it was he who sold us this product and under a specific invoice. Is the Customer right here? In my opinion, these are serious quibbles with the executive package. At least in Lately and everything gets tougher, but not to the same extent.
