This is the only way to ignite an electric arc. Therefore, H1 xenon lamps themselves are not used, and they can only work with additional equipment.

Why is a xenon lamp better than a halogen lamp?

The first type of product emits significantly more light than a halogen one. In addition, the amount of energy required to operate is significantly lower. Therefore, the load on the vehicle generator is less. The light that the H1 xenon lamp gives is reminiscent of daylight. Drivers have much better control over the traffic situation. Manufacturers offer LED high beam products. But there is also a lamp H1 "low beam" on sale. Most often these are daytime running lights. So, with a power of at least 12 W, the light flux is about 1000 lm, provided high-quality LEDs. The high beam products use larger LEDs. The power must be at least 20 W, and the luminous flux must be at least 1500 lm. Also one of the conditions is the presence of a radiator. Products are very afraid of overheating.
And if the LED low beam H1 still somehow deserves positive feedback from the drivers, then the situation with the high beam is worse. At fairly high prices, the result is poor.
