Young specialist in labor law. Conditions for receiving social support. Exceptions that involve the extension of seniority

The state and regional authorities establish benefits for young specialists, whose task is to stimulate the ability to work of graduates of primary, secondary and higher educational institutions in municipal and state organizations.

In this article, we will analyze in detail the following questions: what are the benefits for young professionals; what is the procedure for granting benefits; the concept of the status of a young specialist; what are the conditions for obtaining the status of a young specialist.

Who is recognized as a young specialist under the Labor Code of the Russian Federation

Today, at the federal level, the status of a young specialist and the provision of the prescribed benefits are practically not regulated. There is one normative legal act that contains a similar provision - Art. 70 of the Labor Code of the Russian Federation, which prohibits an employer, when hiring, to establish probationary periods for citizens who graduated from higher institutions and secondary vocational schools less than 12 months ago. According to the Labor Code, a young specialist no longer has any benefits.

If we turn to the very concept of “young specialist”, then it is also not established in the Labor Code. Also, it is not included in any other federal law. Only based on the content of regional regulatory legal acts, it is possible to single out main criteria for obtaining the status of a young specialist:

1. Age must not exceed 35 years. In some Russian regions this figure is 30 years.

2. Availability of an appropriate educational base:

  • Primary education - lyceum or vocational technical school;
  • Higher or secondary vocational education, which was obtained through the full-time training system in an educational institution accredited at the state level. Some regions establish education on a budget as an additional condition.

3. After training and receiving a diploma, the first labor activity should be carried out at a public sector enterprise.

Provision of lump sum payments, benefits and other measures social support young professionals are established by sectoral agreements of the relevant departments. If we talk about non-state structures, then such social support will be carried out on the basis of local regulations of a particular enterprise.

If you want to receive detailed information about the benefits, during registration for work or immediately after that, you need to ask for the collective agreement of the enterprise for review. In addition, many organizations have regulations on the status of young professionals. These documents detail the working conditions of newly minted specialists, the number and amounts of payments, mechanisms for providing social benefits and other important points.

How old is the young professional status?

Maximum age threshold of a young specialist to receive the prescribed benefits is 30-35 years old. This indicator depends on the region where yesterday's student works. Since the conclusion employment contract the status will be legal for 3 years. The second time, this status cannot be obtained.

There are a number of cases when the status of a young specialist can be increased up to 6 years:

  • The specialist is undergoing postgraduate or postgraduate studies on a full-time basis.
  • During compulsory military service or alternative service.
  • A specialist is also located in childcare.

What are the measures to support young professionals

To date, there are no all-Russian measures for the social support of young specialists. Regulation of this issue occurs at the level of regional legislation. In most cases, assistance to young professionals is expressed in the provision of the following guarantees. It:

  1. Issuance of an interest-free loan for the arrangement.
  2. Upon employment, you can receive a lump sum payment.
  3. Subsidies or Or the specialist will be provided with corporate living space.
  4. Reimbursement of travel expenses - monetary compensation is paid.
  5. Reimbursement of the costs of paying for the maintenance of preschoolers in kindergartens in full or in part.

In this direction, two budget spheres have priority: health care and education. For example, the Decree of the Government of Moscow No. 172-PP of 23.03.2004 in the current edition "On measures to provide pedagogical staff educational institutions Moscow "contains the following conditions for yesterday's student to receive the status of a young specialist:

  • Higher pedagogical or secondary vocational education.
  • Age must not exceed 35 years old.
  • The specialist must start teaching activities no later than 90 days after receiving the diploma.

It is important to know that if a young teacher works in this area, but does not have a special education, then this does not serve as a reason for depriving him of the appropriate status. For example, a school teacher who has not yet turned 35 years old, who has a diploma in any profession that is not related to pedagogy, also has the right to apply for the title of a young specialist.

A lower age threshold has been set for teachers from St. Petersburg. In accordance with the law of St. Petersburg No. 107-27 "On measures of social support for employees of state educational institutions" dated 04/03/2007 (as amended in 2011), in this area, young specialists are teachers who are not older than 30 years.

To get the status of a young specialist, a school teacher from Saratov must also be no older than 30 years old. This issue can be clarified in the provision of the law of the Saratov region "On social support of young professionals in public sector institutions of the Saratov region" No. 96-ЗСО dated 03.08.2011.

It is important to know: if you are interested in receiving information on social support for young professionals in a certain region, then you need to contact the territorial division of the Department of Education at the place of work and your residence.

The health care system is less liberal in this matter: at the state level, benefits are provided for young medical specialists and social payments only if they move to the countryside. If we refer to Law No. 326-FZ "On Compulsory Medical Insurance in the Russian Federation" dated November 29, 2010, physicians are entitled to receive compensation payments if the following conditions are met:

  • The age of a specialist does not exceed 35 years.
  • The employment contract is concluded for at least 5 years.
  • Official employment and residence must be in countryside.

What are the benefits of a young education specialist

Similar to the status, benefits and payments to young specialists of municipal educational and government agencies are set at the regional level. For example, in St. Petersburg and Moscow this situation looks like that:

St. Petersburg

Young teachers of St. Petersburg are not provided with any allowances for wages, but they have the right to receive a one-time payment in the amount of:

  • 6 basic units - they can be applied for by specialists who have a state-recognized diploma of secondary and higher professional education;
  • 8 basic units - they can be counted on by specialists who received a diploma of the same level with honors.

As of 01.01.2015, the size of one basic unit is 8,432.00 rubles. In addition, during the initial 3 years of work, teachers of the northern capital, whose age has not passed the 30-year mark, are required to pay compensation once a month for travel expenses by all types of passenger transport within ½ of the cost. Taxis are an exception.

To receive such a payment, you should write an application and contact the social protection authority of St. Petersburg or the relevant department of education.

Moscow city

In the capital, young specialist teachers are given a one-time cash payment for official employment. In addition, in the first three years of employment, teachers are entitled to a wage supplement - it is 40% of the rate. If the specialist holds an honors diploma, then this indicator will be 50%.

Important information: the amount of surcharges and surcharges is calculated without taking into account additional workload. In other words, if a young teacher works at 1.5 rates, then the additional payment does not apply to the additional workload.

In addition, in the capital, a young specialist in education receives an additional supplement - 15% of the rate in order to compensate for ½ the cost of a travel ticket.

What assistance is provided to young healthcare professionals

Law No. 326-FZ for newly minted doctors who have moved to the countryside establishes compensation payments in the amount of 1 million rubles within the framework of the all-Russian social program "Zemsky Doctor". To receive this payment, you will need to conclude an appropriate agreement with the authorities local government at the place of employment.

This lifting payment is provided only to doctors (specialists) who have a higher education diploma. medical education and work according to their profile. But here one condition must be fulfilled - in order to provide monetary compensation, a young specialist-doctor must have worked in rural areas for at least 5 years. And if the doctor decides to quit, then he will have to return part of the amount that was previously paid to him.

The state, in addition to monetary payments, is obliged to provide young doctors with housing. This is possible in the following ways:

  • The specialist is provided real estate for living;
  • You can offset part of the loan or
  • Provided land plot for housing construction.

It is important to know: a one-time payment of 1,000,000 rubles has a targeted nature and does not need to be taxed. These cash the specialist is obliged to spend exclusively on improving living conditions.

For example, when the state reimburses part of a loan for the purchase of residential real estate, the remaining part is expected to be repaid from the funds that were paid under the Zemsky Doctor program.

Additional measures of social protection of medical workers in the regions

In many Russian regions, additional incentive measures are established for young doctors who have found employment in the countryside. So, at the legislative level of the Pskov region, the list of those who have the right to additional payments includes representatives of the average medical staff... For them, one-time payments were assigned in excess of those provided for by federal legislation:

  • Paramedics and nurses - 30,000 rubles;
  • Doctors - 100,000 rubles;
  • Feldshers and nurses who work in feldsher-obstetric stations - 50,000 rubles.

Young doctors in Rostov region even before they receive a diploma, they begin to receive material support from the municipality. For 4-6 year students of Rostov medical university additional payments to the scholarship have been established. And intern doctors have the right to receive a cash payment in the amount of 5,000 rubles every month as an increase in salary - this moment does not depend on the course of study.

Do not forget that detailed information on payments to young doctors and benefits in the regions must be obtained from the health department and territorial departments or from local authorities. There you will also learn information about the procedure for their provision. It is important to know that if the region's budget does not have enough funds, then this cannot be a valid reason for refusing to provide cash payments.

Federal and regional authorities establish benefits and social benefits for young specialists. They serve as a measure to stimulate the ability to work of graduates of vocational training institutions. Let us further consider the procedure for payments of financial assistance to young specialists in some regions.

Subjects of law

Currently, there is no clear regulation of the status of a young specialist at the federal level. Missing and general idea about the benefits. Meanwhile, certain information is contained in the 70th article of the Labor Code. According to the regulation, the employer cannot establish probation for persons graduated from universities and institutions of secondary vocational education less than a year back. Young specialists do not have any more benefits under the Labor Code. There is no clear definition of the subjects who can count on payments and other material assistance in the legislation. However, based on the analysis of regulations, a number of characteristics can be identified that a citizen should fall under. Payment to young professionals, in particular, can be established for citizens:

  1. The age of which is not more than 35 years old. In some regions, the limit is 30 years.
  2. Who graduated from a lyceum or vocational school or have higher education(received it at a state-accredited university in full-time form). In some regions, compulsory training on a budget is established as an additional requirement.
  3. Carrying out activities in an enterprise that is on state, municipal or regional support.

Material assistance: general information

The provision of support measures is determined by departmental sectoral agreements. If we talk about non-state enterprises, then the payment to young specialists is carried out in accordance with local regulations. For detailed information on the benefits provided when applying for a job, you should familiarize yourself with the collective agreement. Some enterprises have regulations governing the status of young professionals. In such documents, the conditions for carrying out activities in the organization are specified in detail, a list of support measures is established, the amounts that an employee can count on. The provisions also directly regulate the very mechanism for providing material assistance.

Features of the age threshold

The payment to young specialists, as mentioned above, is due to citizens under 30-35 years of age. The maximum threshold is set in each region at the discretion of the competent authorities. From the date of employment (conclusion of an agreement with the employer), the status of yesterday's student will be valid for 3 years. You cannot get it a second time. In some cases, however, an increase in the duration of the status of up to 6 years is allowed. This is possible if the young specialist:

  1. Studying in postgraduate study or full-time postgraduate study.
  2. He is undergoing alternative or compulsory military service.
  3. On leave related to pregnancy and childbirth, childcare.

Support measures

In 2012, a government decree recommended the adoption of a law, according to which, in the first month from the date of employment, an enterprise assigns an incentive payment to young specialists. The corresponding normative act was approved a month later. The key goal of the law is to attract citizens who have received a certain specialty to work in their profession. Currently, there are no uniform measures to support yesterday's graduates. Each region independently regulates this area, adopts appropriate regulations. The main support measures today are:

  1. Provision for home improvement.
  2. Lump-sum payment to young professionals.
  3. Concessional loans or In some regions, the provision of corporate space is provided.
  4. Compensation for transportation costs.
  5. Reimbursement of expenses for the maintenance of children in a preschool educational institution. Such a payment to young professionals can partially or fully offset the costs.

Priority areas of activity

These include education and health care. As mentioned above, each region has its own conditions and rules for providing material assistance to former graduates. For example, the Decree of the Moscow Government dated March 23, 2004 provides for requirements, subject to which payments are assigned young specialist in education:

  1. Age up to 35 years old.
  2. Diploma certifying the completion of secondary or higher educational institution.
  3. A citizen must start working in a profession no later than 90 days after graduation (receiving a diploma).

In St. Petersburg, Saratov region, and a number of other subjects, the age threshold is 30 years. This limit is officially set in regional regulations. To clarify information regarding the status of a young specialist, as well as the provided benefits, you should contact the territorial department of the Department of Education at the address of work or residence.

An important point

It should be borne in mind that if a citizen works as a teacher without special education, and at the same time he is less than 35 years old, then he is considered a young specialist. Accordingly, a person has the right to expect to receive the stipulated benefits. For example, the subject is a teacher and has a diploma in another profession, not related to teaching. This is not a reason for depriving a citizen of the status of a young specialist.

Payments to young specialists (teachers) 2016 in St. Petersburg

Specific types of material assistance are provided for in regional legislation. In accordance with it, the following lump sum payment to young specialists is determined:

  1. 6 base units. Employees with a diploma of secondary / higher vocational education have the right to apply for such material assistance.
  2. 8 base units. This payment to young professionals is assigned if the diploma is with honors.

The size of the base unit is set in the Budget Law. The normative act provides for a planned increase in its size. Accordingly, the payment to a young specialist also increases (2016 - the base unit is 9,174 rubles, 2017 - 9880 rubles, 2018 - 10,572 rubles). In addition, compensation for 1/2 of the transport costs is supposed. This monthly payment to a young specialist is assigned at his request. It should be said that compensation is due to citizens under the age of 30 and does not apply to taxis. The application should be submitted to the social protection authority or to the territorial division of the Department of Education.

Moscow

In the capital region, payments are also provided for teachers (young specialists) for employment. Unlike St. Petersburg, in Moscow, an employee can receive a 40% premium to the rate during the first three years of activity. If the graduate has a diploma with honors, then he is entitled to 50% of the top. One must take into account here important point... The indicated surcharge does not apply to additional workload. For example, the subject works for 1.5 stakes. The surcharge will only apply to one. In addition, a young specialist can count on an additional payment of 15% of the rate that compensates for travel costs.

Health care system

In this area, lifting payments to young specialists and other benefits are provided only if the citizen is sent to work in In addition, the following requirements are set in Federal Law No. 326:

  1. Age up to 35 years old.
  2. The term for concluding an agreement with the employer is at least 5 years.

Material assistance to doctors

The rules for its provision are stipulated in the Federal Law No. 326. The one-time payment to young health professionals is 1 million rubles. This amount is provided for all workers who have arrived in the Lifting payments to young professionals are carried out within the framework of the program adopted at the federal level. It is called "Zemsky Doctor". To receive the specified amount, it is necessary to conclude an agreement with the local authorities of the locality in which the professional activity will be carried out. for specialists employed in the field of health care, it is carried out with a diploma of higher education. At the same time, a citizen must work according to his profile. The legislation establishes one more condition, subject to which the payment of young specialists is assigned. An order for the provision of material assistance is issued only if the former graduate concludes an agreement for at least 5 years. If, for some reason, the citizen decides to quit, then he will have to return part of the amount he received.

Housing issue

In addition to cash payments, the state provides for the provision of living space for young doctors. This is done by the following grants:

  1. Apartments.
  2. Subsidies for the purchase of housing or compensation for part of the loan (mortgage).
  3. Plot of land for construction.

You should also know that the amount of 1 million has a designated purpose. According to the law, it is not taxed. By established rules, it should be aimed at improving living conditions. For example, they can be used to pay off part of a loan taken from a bank.

Additional guarantees

In some regions, the authorities provide for lifting payments to young specialists, in addition to those established by the general federal program. For example, in the Pskov region, representatives of the nursing staff are included in the list of subjects eligible for material assistance. They, in addition to the above lifting and other compensations, can receive:

  1. 30 thousand rubles - paramedics and nurses, and those working in obstetric points - 50 thousand rubles.
  2. 100 thousand rubles - doctors.

In the Rostov region, students can count on financial assistance even before they receive their diplomas. So, for example, students in the 4-6th year of the medical university receive additional amounts to their scholarships. Doctors-interns, in turn, have the right to expect payments in the amount of 5 thousand monthly. This amount acts as a salary increase. The payment of this money is carried out regardless of which course the student is studying.

Employees in other fields

In the regions, support is provided not only to young teachers and medical workers. In Novosibirsk, N. Novgorod, Ufa, programs were adopted, according to which financial assistance is provided to employees of other spheres once a year for three years. The following amounts are set in the indicated regions. For the first year - 40 thousand, for the second - 35, for the third - 30 thousand rubles. In large cities (St. Petersburg, Moscow), the amount of material assistance is, of course, higher, since the calculation is carried out taking into account various factors. For example, the standard of living in locality, the average income in the field in which the employee is employed. For example, in St. Petersburg can receive more than 50 thousand rubles at a time.

Registration rules

Payments to specialists who meet the above requirements are made in the manner prescribed by law. The direct provision of material assistance is the responsibility of the employer providing workplace graduate. The allowance aimed at stimulating the recruitment of personnel is not taxed. To take part in the target program, you must conclude an agreement with the organization for 5 years. At the same time, the sphere of activity of a citizen must correspond to the specialty received by him.

Required documents

To exercise the right to receive incentive payments and other benefits, a young specialist writes an application directly at the time of employment. After that, the standard registration procedure is carried out. The employer approves the order for hiring and assigning appropriate payments to the young specialist. By general rule, the employee admitted to the staff must be familiarized with the local acts against signature. The young specialist attaches a copy of the diploma and work certificate to the application. The latter contains the date from which the citizen is considered officially employed at the enterprise. On the basis of these documents, payments are made to young doctors, teachers and other specialists.

Conclusion

As mentioned above, at the federal level, only a framework law has been adopted that provides for the possibility of receiving financial assistance for specialists who graduated from educational institutions less than a year ago. The main activities for the development of specific target programs are carried out in the regions and municipalities. It should be noted that financial assistance can be provided to young specialists not only in budgetary organizations.

Any employer, including the head of a commercial enterprise, has the right, at its discretion, to establish support measures for hired employees. In this case, the candidate for the seat must also meet the requirements provided for in the legislation. In particular, we are talking about age, the availability of a diploma and the duration of the contract.

Young specialists is one of the directions of the internal social policy of the state. At the same time, at the federal level, it was decided to transfer powers for the direct implementation of the program to regional and local authorities. This is due to the fact that in the constituent entities and municipalities, the relevant authorities, when approving regulations, take into account the peculiarities of the area, working conditions and other factors. This, in turn, makes it possible to develop relevant measures for a specific territory, to ensure an influx of demanded personnel. After all, incentive payments can be received by young specialists of any profession.

The state took care of the employment of graduates of universities and even secondary vocational schools - after graduation, they were sent to work in their specialty at enterprises and within 3 years after completing their full-time education they were considered young specialists.

This status gave certain benefits, for example, an enterprise to which a young specialist was assigned was obliged to provide him with housing. If the enterprise did not have a free housing stock or a hostel and young specialists were forced to rent housing, it was paid from work.

For several years now, the government of the Russian Federation has been talking about the need to at least partially return distribution and the status of "young specialist" to labor legislation.

Benefits for former students

V new edition Labor Code RF, federal legislation, laws of the constituent entities of the RF, related to the labor relations, the concept of "young specialist" is absent. But in some normative legal acts governing labor relations, there are definitions such as "young worker" and "young specialist".

The mention of recent graduates is found in the Labor Code of the Russian Federation only in article 70, which stipulates a probationary period for hiring. It says that tests are not carried out for those who have received secondary vocational education or higher education with state accreditation. educational programs and for the first time goes to work in the received specialty within one year from the date of receiving professional education corresponding level... Thus, it can be considered official for those who are "young workers" or "young professionals".

According to it, in order to become a member of some regional programs supporting these categories of workers, and to receive the benefits provided for them, you must meet the following criteria:
- have a diploma of education issued by a higher educational institution that has state accreditation;
- start working for the first time in a specialty received at a university;
- get this job within a year after graduation.

Benefits provided for graduates of pedagogical and medical universities, due to the lack of specialists, exist in many regions of the Russian Federation.

In some constituent entities of the Russian Federation in which such programs operate, additional requirements and criteria containing norms may be provided. labor law and applies only to workers in a specific industry.

Young specialists are people who have completed a full course of higher education, as well as secondary specialized education. A young specialist remains as such for the next year from the moment he received his diploma. To obtain this status, it is necessary to undergo training exclusively on a full-time basis and at the expense of the regional and federal budget.

The graduate must pass the final certification, after which he is awarded a state diploma.

Is there a concept of “young specialist” in the current labor legislation?

- As such, there is no concept of “young specialist” in the current labor legislation. But the Labor Code of the Russian Federation in Part 4 of Art. 70 provides that it is impossible to establish a test for persons who graduated from institutions of primary, secondary and higher vocational education that have state accreditation, and for the first time come to work in their specialty within one year from the date of graduation from an educational institution.

Who is a young specialist and what is he entitled to?

Before the adoption of the current Labor Code, graduates of educational institutions of secondary and higher professional education were considered young specialists. Today in the Labor Code the concept of a “young specialist” is absent.

“Federal legislation does not provide for allowances and benefits for young specialists,” says Olga Efimova, expert of the Legal Consulting Service GARANT.

Young specialist in education - Question No. 36710

The current Federal legislation (Labor Code of the Russian Federation, hereinafter referred to as the Labor Code, Federal laws adopted on the regulation of labor relations) does not contain such a concept as a “young specialist”.

However, the concepts of "young specialist", "young worker" are used in various regulatory legal acts regulating labor and other directly with them related relationship with the participation of young professionals.

Young Specialist, or Reception without Test

In September, after the final exams and a short summer vacation, the personnel departments of the companies will be "besieged" by a special category of workers - young specialists. Perhaps one of them will become your employee. Today we will tell you about the peculiarities of hiring yesterday's graduate, as well as about the execution of his personal documents.

Having chosen one or another applicant, the company's management, as a rule, feels a slight doubt: “What kind of specialist comes to the company? How effective will his work be? "

Lifting for young professionals is one of the ways to motivate graduates of professional educational institutions to work in their specialty. How to force young man prefer a low-prestige job school teacher with all the accompanying hassle of quiet work in some office center as an assistant to an important boss? That's right: offer money!

How right it is to choose a place of employment based on purely material motives and putting aside ambitious thoughts about life's purpose “on the back burner” is a question for lengthy reasoning. If we work with facts, we can state that now young specialists rely on more than worthy material support at the start of their careers.

Young specialist - who is this?

The term "young specialist" is found only once in federal law - in Art. 70 of the Labor Code, which prohibits employers from appointing an internship to professionals who graduated from a university / vocational school less than a year ago (subject to work in the profession). At the same time, the TC does not specify who should be classified as a “young specialist” and who should not.

Privileges for young professionals are secured by regional laws - based on their postulates, one can judge the conditions for obtaining preferential status. These are the conditions we are talking about.

Age - up to 35 years. In some regions and for some professions, a stricter limit is set - up to 30 years.

Graduation of the full-time department of the university / secondary school with state accreditation and the presence of a diploma of the established form. Only students - "state employees" can count on privileges - "payers" on "bonuses" after graduation have nothing to rely on.

The graduate found a job within 12 months from the date of receipt of the diploma in a budgetary organization.

If a graduate went to work in a private company, then he receives only those privileges that are described in the regulatory legal acts of this company. Neither the state nor the region will help him.

The status of a young specialist is assigned to a citizen only once for a period of up to 3 years. The term can be extended to 6 years if the citizen, for example, was drafted into the ranks of the Russian army or went on maternity leave.

What payments are due?

Young professionals can count on such privileges.

Lifting for young professionals. This is the amount that is paid to a new employee in a lump sum when joining the state. How much lifting for young professionals, you can find out by reading the regional regulations - the amount depends on the region and on the profession.

Wage supplement. The supplement is paid monthly for the entire period as long as the status of a young specialist is relevant. The actual amount of the allowance depends on the size of the salary; its relative size is, as a rule, 40% - for ordinary specialists, 50% - for graduates who took the trouble to get a red diploma.

Mortgage on preferential terms. A young specialist has the right to expect that 30% of the cost of housing that he takes on a mortgage will be paid by the municipality.

A graduate who is employed in a different region than where he lived receives other compensation as well.

    For moving.

For the transportation of furniture and personal belongings.

Daily allowance for every day spent on the road.

Benefits for young teachers

Young teachers from the capital are provided with about 100 thousand rubles as lifting allowances. Also, Moscow teachers receive a monthly bonus of 40-50%. Exact size the allowance depends on the color of the diploma.

In St. Petersburg, the size of the lump sum depends on the color of the diploma. Excellent students will receive more than 67 thousand rubles at once, and specialists who graduate with blue diplomas - 50 thousand rubles. Monthly allowance for teachers from Northern capital they are not entitled to, but they have the right to claim compensation for half of the cost of travel in public transport.

The issuance of lift is also practiced in provincial cities, but there we are talking about much less significant amounts - from 10 to 20 thousand rubles. The most favorable conditions are offered in Irkutsk. In this city, young teachers are paid 50 thousand rubles at a time, plus a bonus of 60% of the salary is assigned during the first year. In the second and third years of work, the teacher is also paid extra, but already less - 36% and 24%, respectively.

Benefits for young doctors

The amount of the lifting allowance for young medical professionals is approximately 3 salaries. Also, young doctors receive a monthly supplement in the amount of 30-40% of their salary. Some regions begin to pay premiums to young doctors before they successfully defend their diplomas. This is the way it is, in particular, in the Rostov region - on the Don, novice doctors are given an additional scholarship from the 4th to the 6th year of the university. Interns in Rostov receive 5 thousand rubles in excess of the basic salary.

The biggest bonuses are given to young doctors who agree to move to the countryside as part of the Zemsky Doctor program. They are provided with a one-time payment of 1 million rubles! However, the newly-made rural doctor will not be able to spend his million on online roulette - young specialists in rural areas have strictly targeted character. The money can be spent exclusively on improving their own living conditions. For a million, for example, you can build a house on a plot that will be provided to the zemstvo doctor for construction completely free of charge.

A prerequisite for receiving a lump sum payment for work in a village is the doctor's signing of a 5-year contract. If a young specialist decides to quit without completing the "five-year" plan, he will have to return some of the lifting allowances.

How do I get the lift?

The procedure for getting a lift for a young specialist is quite standard and does not require a lot of effort from the applicant - it is enough just to collect a package of documents, transfer it to the responsible organization and wait for the money. Teachers need to contact the regional office of the Ministry of Education, doctors - to the local MHIF. Mandatory documents for obtaining lifting are:

The original of the diploma plus its copy.

A copy of the work book.

    Labor contract.

Application for the provision of payment.

The application form for the young specialist will be provided at the organization where he applied.
