SECTION 10. DEVICES AND DIAGRAMS OF SIGNALING
Introductory instructions
1. This section provides standards for labor costs for commissioning work for independent schemes alarm systems (central, technological, local, emergency, warning, etc.), including light and sound signals, as well as electrical network insulation monitoring circuits.
2. The standards, in addition to those listed in clause 6 of the technical part, take into account the costs of the following commissioning work, carried out in accordance with the requirements of the rules for electrical installations, as well as SNiP 3.05.06-85 “Electrical devices”:
checking and setting up relay contactor equipment;
setting time relay settings;
setting up flashing light devices;
testing of devices and alarm circuits for operation.
3. The standards do not take into account and should be determined additionally according to the standards of other departments of the collection, the costs of commissioning work for:
switching devices and their secondary switching circuits - in department 3;
signaling circuit wiring diagrams - according to department 6;
sensors from which the signal enters the circuit automatic control, - for department 9;
high voltage tests - according to department 12.
4. The scope of work according to table. 1-146 includes checking the signaling circuits from the first intermediate terminal block of the devices generating the signal to the signaling section by creating a mode or their artificial imitation(in the absence of a signal implementation area, it is carried out directly to the light or sound signal).
5. The scope of work according to table. 1-147 includes setting up the alarm section equipment and ensuring the functioning of light, sound and other alarms (including the RIS relay).

SECTION 11. MEASUREMENTS IN ELECTRICAL INSTALLATIONS
Introductory instructions
1. This section provides standards for labor costs for testing and measurements in electrical installations and on electrical cables in accordance with the requirements of the rules for the installation of electrical installations, SNiP 3.05.06-85 “Electrical devices”, as well as the “Rules technical operation(PTE) of electrical installations of consumers" and "Safety rules for electrical installations of consumers".
2. This department provides cost standards for work that is not included in the commissioning work of other departments of the collection, as well as for repeated measurements.
3. The standards, in addition to those listed in clause 6 of the technical part, take into account labor costs for the following commissioning work:
choice of measurement method;
assembly and disassembly of test and measurement circuits;
ensuring safety measures at the test (measurement) object;
production of measurements.
4. The standards from 1-152-2 to 1-152-5, 1-154-1, 1-156-1 take into account the labor costs for installing auxiliary electrodes and their connection with measuring instruments and measured objects.
5. Labor costs for measuring insulation resistance electric machines, transformers, switching devices, relay protection and automation devices, voltage and operational current circuits, static converters, as well as devices for automatic control systems for electric drives are taken into account in the standards for setting up the above-listed devices, devices and control systems in the relevant sections of this collection and additionally hereunder department 11 are not determined.
Labor costs for measuring the insulation resistance of control cables between consoles, panels, cabinets, control stations, as well as between individual devices are taken into account in the commissioning standards:
functional groups as part of automatic control and regulation systems - in department 9;
secondary switching circuits of power plants and substations - according to the relevant sections of this collection.
Additionally, according to this section, labor costs for these works are not determined.
6. Labor costs for measuring the insulation resistance of power wiring from the starting device to the current collector are determined in the following order:
if the current collector is an electric motor or solenoid, then labor costs are taken into account by the standard for commissioning work for the specified equipment in department 7 and are not additionally determined in department 11;
if the current collector is a transformer or other electrical device taken into account in the nomenclature of this collection, then labor costs are taken into account by the standards of commissioning work in department 2 and are not additionally determined in department 11;
if the current collector is an active resistance or another electrical device that is not taken into account in the nomenclature of this collection, then labor costs should be determined according to standard 1-163-1 of this department;
for power wiring from the cabinet to the starting device (line), labor costs should also be determined according to standard 1-163-1.
7. The standards of this department are calculated based on the conditions for commissioning work to be carried out by a unit of the following qualifications:

11 DEVICES AND ALARM DIAGRAMS
11.1 Introductory notes
11.1.1 This section provides labor cost standards for commissioning work for independent signaling circuits (central, technological, local, emergency, warning, etc.), including light and sound signals, as well as electrical network insulation monitoring circuits. 11.1.2 In standards other than those listed in clause 1.6 technical part, the costs of the following commissioning work are taken into account, carried out in accordance with the requirements of the Rules for Electrical Installations, as well as SNiP 3.05.06-85 “Electrical Devices”: - checking and setting up relay contactor and contactless equipment; - setting time relay settings; - setting up flashing light devices; - testing of devices and signaling circuits for operation.11.1.3. The standards do not take into account and must be determined additionally according to the standards of other sections of the Collection of costs for commissioning work for: - switching devices and their secondary switching circuits -according to standards groups from 15 to 19; - signaling circuit wiring diagrams - according to the standards of groups 41 to 42; - sensors from which the signal enters the automatic control circuit - according to the standards of groups 51 to 53; - high voltage tests - according to the standards of group 71. 11.1.4 The scope of work in accordance with standard 1-58-1 includes checking the signaling circuits from the first intermediate terminal block of the devices generating the signal to the signaling section by creating modes or their artificial imitation (with in the absence of a signal implementation area, it is carried out directly on the light or sound signal). 11.1.5 The scope of work in accordance with standard 1-58-2 includes setting up the equipment of the signaling section and ensuring the functioning of light, sound and other signaling (including the RIS relay).

12 MEASUREMENTS IN ELECTRICAL INSTALLATIONS
12.1 Introductory notes
12.1.1 This section provides standards for labor costs for testing and measurements in electrical installations and on electrical cables in accordance with the requirements of the Rules for the Construction of Electrical Installations, SNiP 3.05.06-85 “Electrical Devices”, as well as “Rules of Technical operation (PTE) of consumer electrical installations" and "Safety rules for the operation of consumer electrical installations" (1998, Kiev). 12.1.2 This section provides cost standards for work that is not included in the commissioning work of other sections of the Collection, as well as for repeated measurements. 12.1.3 In standards other than those listed in clause 1.6 works listed in clause 1.5 The technical part of the Collection takes into account the labor costs for the following commissioning works: - selection of the measurement method; - assembly and disassembly of test and measurement circuits; - provision of labor protection measures at the test (measurement) site; - production of measurements.12.1.4 The standards from 1-61-1 to 1-61-5, 1-61-7, 1-61-9 take into account the labor costs for installing auxiliary electrodes and their connection to measuring instruments and measured objects. 12.1.5 Labor costs for measuring the insulation resistance of electrical machines, transformers, switching devices, protection and automation devices, voltage and operational current circuits, static converters, as well as devices for automatic control systems for electric drives are taken into account in the standards for setting up transmissions the above numerical devices, devices and control systems for the corresponding sections of this Collection and additionally for this section are not defined.

assembly and disassembly of test circuits;
provision of special safety measures at the test (measurement) site;
production of measurements.
3. Prices from 2 to 5, 1, 1 take into account the costs of installing auxiliary electrodes and their connection to measuring instruments and the measured object.
4. Prices table. applies only to electrical machines and devices installed in power circuits.
5. For this department, prices for commissioning work are determined that are not taken into account by prices for other departments of the Collection.
6. Price 1 takes into account the costs of performing work for a three-wire line. For two-wire or four-wire lines, the rate should be determined at rate 1 with a coefficient of 0.7 and 1.3, respectively.
