The girls from the Like a Riot blog just asked that question. They not only self-made a cool glowing cloud with snowflakes, but also made detailed instructions how to do the same with your own hands.

To create a cloud you will need:
Round lamp (sold in Ikea);
2 styrofoam balls (or any other lightweight white balls that hold their shape);
1 kg of cotton wool;
White garlands (to create a storm effect);
Garlands in the form of snowflakes (just for beauty);
Glue gun;
Nylon thread;
5 screw hooks (for fixing the lamp to the ceiling);
Transparent cable ties.
The first step is to screw the screw hooks into the foam balls, having previously secured them with glue, since the foam is rather loose
After that, using a glue gun, attach the balls to the lamp (make sure that the hooks are pointing up)
After that, you can start applying a layer of cotton wool.
The best way to do this is to use a glue gun so you don't have to wait for the glue to dry.
Done, now it's time to put garlands in the cotton wool that simulate the effect of a storm and hang it from the ceiling using nylon threads.
After that, you can apply another layer of cotton wool or try to fluff the first

Garlands do not have to be in the form of snowflakes, if you do not like the idea too much, then you can not attach this garland at all.
After that, it remains only to fix the snowflakes on the lamp with transparent ties.

Getting started.
1. We need a template. To do this, draw a cloud and a droplet on a white sheet of cardboard.
2. Now, with the help of scissors, cut out a drop.
3. Now fold the strip of blue colored paper into an accordion, and circle the droplet. We need to cut 8 parts (for one cloud), since we need 2 parts for each droplet.
4. Now outline the cloud template, 2 parts (for one cloud). All details are ready.
5. Now let's prepare the ribbons. For each droplet, you need to cut off a ribbon: 10 cm, 15 cm, 20 cm, 25 cm. For a cloud, we need a loop for attaching to an iron clip.
6. Now we smear the seamy side of the droplet with glue-pencil and apply a ribbon in the middle.
7. We coat the ribbon itself. We close the droplets with the second part.
8. We do this with all 4 drops. If necessary, you can trim the edges of the droplet with scissors.
9. We glue two parts of the clouds together, do not forget to put a loop into it on one side,
And on the other hand, all 4 ribbons from droplets. The cloud is ready. We make the second cloud in the same way.
10. In order to hang our cloud in a group, we need a blue satin ribbon 2, 7 m long. (To calculate the length for your room, you need to know the height of the ceilings and the desired length of the mobile overhang). We tie an iron clamp to both ends.
11. Now we throw the ribbon over the edge of the curtain, placing the ends of the ribbon at different heights.
12. Attach the cloud to one clamp.
13. Now to the second. And the mobile is ready!
