Our organization conducts licensed work, having received a License to carry out educational activities No. 036448 dated 08/19/2015.


CHUDPO "TECHNOSPAS" specializes in advanced training of rescuers of emergency rescue units and services. Rescuer training is one of the main specializations. We also conduct pre-certification training for persons who acquire the status of rescuers in one of the specialized specialized educational programs.


We conduct professional training for rescuers and citizens who acquire the status of rescuers on the basis of the Federal Law of December 29, 2012 No. 273 “On Education in the Russian Federation.” We are also guided by:

  • orders of the Ministry of Education and Science of the Russian Federation dated 04/18/2013 No. 292 “On approval of the Procedure for organizing and carrying out educational activities in basic vocational training programs”, dated 07/01/2013 No. 499 “On approval of the Procedure for organizing and carrying out educational activities in additional professional programs”;
  • with the Decree of the Government of the Russian Federation dated December 22, 2011 No. 1091-PP “On some issues of certification of emergency rescue services, emergency rescue units, rescuers and citizens acquiring the status of a rescuer”;
  • Order of the Ministry of Emergency Situations of the Russian Federation of December 23, 2005 N 999 “On approval of the Procedure for creating non-standard emergency rescue units” and other documents.

The training center for training rescuers "TECHNOSPAS" conducts training for gas rescuers, members of the Supreme Command (training course for conducting mine rescue work as part of an auxiliary mine rescue team). Oil and petroleum spill response training programs and other training courses are available.


Training in rescue work is carried out in prepared classrooms and at sites; teachers are instructors with higher pedagogical and technical education with a professional qualification class of “grade 1-2 rescuer”, with sports qualifications and work experience of over 10 years.


“The TECHNOSPAS training center is in the register of accredited organizations providing services in the field of labor protection of the Ministry of Labor and Social Protection. Emergency rescue courses in Moscow are not our only specialization. We train management and company employees in occupational safety and health programs. This also includes areas of labor protection when working at height and electrical safety. Courses are available: “Firefighter-rescuer”, fire technical minimum for managers and employees of organizations, a training program for members of a voluntary fire brigade, a program for providing first aid. These areas are most in demand among partners contacting our training center.


We conduct rescue courses, certification of emergency rescue services, and training of civilian specialists within Moscow and the region. It is also possible to travel to the regions, to the customer’s territory.

May 7, 2011 marks the 15th anniversary of the creation of the International Rescue Training Center, which later became known as the Russian Rescue Training Center (RCTP) of the Russian Ministry of Emergency Situations.

On May 7, 1996, the International Rescue Training Center was opened in Noginsk, Moscow Region. It was created under the auspices of the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief (EMERCOM of Russia) and the United Nations (UN) and became the leading educational institution for the training, retraining and advanced training of rescuers.

The first group of rescuers from the Far Eastern, Transbaikal, West Siberian and Ural regional centers of the Russian Ministry of Emergency Situations began training at the Center on October 1, 1996.

In 1998, the International Rescue Training Center became part of the 179th rescue center as the 40th Russian Rescue Training Center (RCTP).

The Rescuer Training Center is the basic educational institution of the Russian Ministry of Emergency Situations for the training, retraining and advanced training of 3rd class, 2nd class, 1st class and the highest - international rescuers working in eliminating the consequences of natural and man-made emergencies. The center, as an educational institution, has license A No. 142924 for the right to conduct educational activities, issued by the Ministry of Education of the Moscow Region for 21 professions.

The main tasks of the RCPS are:

- training for the Ministry of Emergency Situations of Russia, other ministries and departments of the Russian Federation, as well as for foreign countries, rescue organizers and emergency rescue specialists;

- advanced training and retraining of rescuers, organizers and emergency rescue specialists in the Russian Federation and foreign countries;

- conducting certification of rescuers and examinations in the field of emergency rescue and its organization;

- participation in the development of regulatory and legal documents on emergency rescue work and its organization, strengthening cooperation and interaction on the problems of organizing and conducting emergency rescue operations, training and retraining of specialists in this field between organizations and departments of both the Russian Federation and foreign countries .

Over the course of several months, rescuers receive practical skills and theoretical knowledge in medical, fire, airborne, mountain, speleological and psychological training.

In addition to training rescuers, the RCPS conducts training for specialists who complement this profession, such as a diver, a blaster, an industrial climber, a mechanic for the repair and maintenance of hydraulic rescue tools (HASI), and a parachutist.

Each student group has its own, separate training program. The Center contains many advanced technologies intended for training rescuers.

Training takes place in specialized classes, and practical classes are conducted at a unique educational and training complex. The area of ​​the training ground is several tens of hectares, on which a huge number of training sites are located, allowing you to simulate an emergency situation of any complexity. Here, rescuers practice actions in cases of fire or explosion, train or car accident, or plane crash.

To train in carrying out rescue operations on and under water, as well as to practice mountaineering skills, a special reservoir was dug at the training ground and a multi-meter vertical wall was installed to simulate rescue operations in mountainous areas. In addition, rescuers learn to operate in conditions of natural and man-made debris, to find and extract people from them. Conditions have been created at the training ground for the training of search and mine detection dogs.
