  • citizens aged 16 to 22 years who have not served in the military;
  • citizens who have completed military service and military personnel undergoing military service upon conscription - until they reach the age of 24 years;
  • military personnel undergoing military service under a contract (except for officers), entering universities to study under programs with full military-special training - until they reach the age of 25, and entering universities to study under programs with secondary military-special training - until they reach the age of 30 (Age is determined as of August 1 of the year of admission to the university).

Citizens specified in the fourth and fifth paragraphs of paragraph 5 of Article 34 of the Federal Law of March 28, 1998 No. 53-FZ “On Military Duty and Military Service”, as well as those who do not meet the requirements specified in the fourth paragraph of paragraph 1 of Article 35 of this Law<*>.
63. Candidates entering training at the Academy must have sports titles or sports ranks of at least second in one of the sports; at the Military Institute (Military Conductors) of the Military University - professional skills in playing one of the instruments of a brass band.
X. The procedure for the preliminary selection of candidates entering military educational institutions for training as cadets
64. Preliminary selection of candidates from among citizens who have and have not served in military service is carried out by military commissars of the constituent entities of the Russian Federation, conscription commissions created in municipal districts, urban districts and in the intracity territories of federal cities, heads of Suvorov military schools, and from among military personnel - commanders of military units (formations).
Pre-selection activities are carried out in order to send candidates for entrance examinations to universities who meet the requirements provided for in paragraphs 62, 63 of this Instruction, and include determining the suitability of candidates for training in military educational institutions in:

  • having citizenship of the Russian Federation;
  • level of education;
  • age;
  • health status;
  • level of physical fitness;
  • categories of professional suitability.

65. Citizens who have and have not undergone military service, who have expressed a desire to enroll in military educational institutions, submit applications to the department of the military commissariat of a constituent entity of the Russian Federation (municipal) at their place of residence (graduates of Suvorov military schools submit an application addressed to the head of the Suvorov military school, in where they are studying) until April 20 of the year of admission to the university, and those entering universities, selection for which is made after obtaining access to information constituting state secrets - until April 1 of the year of admission to the university.
These applications are registered in the register of applications of candidates for admission to universities from among citizens who have and have not undergone military service, in the form in accordance with Appendix No. 4 to this Instruction. These persons are considered as candidates regardless of the number of candidates determined by the pre-selection plan for candidates from among citizens who have and have not served in military service.
Citizens living in military units stationed outside the Russian Federation submit applications to the head of the university before May 20 of the year of admission to the university.
66. Military personnel who have expressed a desire to enroll in military educational institutions submit a report addressed to the commander of the military unit before April 1 of the year of admission to the university, and those entering universities, selection for which is made after obtaining access to information constituting a state secret, submit a report to the name of the commander of the military unit before March 1 of the year of admission to the university.
67. The candidate’s application shall indicate: last name, first name, patronymic, date of birth, education, address of residence, name of the military educational institution, level of professional education, specialty in which he wishes to study. In the report of candidates from among the military personnel, in addition to the above, the following shall be indicated: military rank and position held, and instead of the address of residence - the name of the military unit.
The application (report) is accompanied by: photocopies of a birth certificate and a document proving identity and citizenship, an autobiography, a reference from the place of work, study or service in the form in accordance with Appendix No. 5 to this Instruction, a photocopy of a state-issued document on the appropriate level of education, three certified photographs measuring 4.5 x 6 cm, military service card.
68. For candidates entering universities, selection for which is carried out after obtaining access to information constituting state secrets, before May 1 of the year of admission to the university, admission is issued in the appropriate form.
69. A passport, military ID or certificate of a citizen subject to conscription for military service, an original state-issued document on the appropriate level of education, as well as original documents giving the right to enroll in universities on preferential terms established by the legislation of the Russian Federation, are presented by the candidate for admission commission of the military educational institution upon arrival, but no later than one day before the meeting of the admissions committee to make a decision on admitting the candidate to the university.
70. The decision to send candidates from among citizens who have not served in military service to military educational institutions for professional selection is made by draft commissions, documented in a protocol and announced to the candidates (for candidates from among graduates of Suvorov military schools, the decision is made by the heads of Suvorov military schools and approved Head of the Main Personnel Directorate of the Ministry of Defense of the Russian Federation<*>), and for citizens who have completed military service - by military commissars of the constituent entities of the Russian Federation.

Military commissars of the constituent entities of the Russian Federation (heads of Suvorov military schools) send the documents for these candidates listed in paragraph 67 of this Instruction, medical examination cards and professional psychological selection cards to universities before May 20 of the year of admission to the university. 71. The decision to send military candidates for professional selection to universities is made by the commanders of formations (military units).
Documents of military candidates listed in paragraph 67 of this Instruction, medical examination cards, professional psychological selection cards, and for candidates from military personnel serving under contract, and personal files are sent by commanders of military units for consideration to formation headquarters before May 1 year of admission to the university. Candidates from among the military personnel entering universities, the selection for which is carried out after obtaining access to information constituting state secrets, is accompanied by an admission.
Approved lists of candidates from among the military personnel who have passed the preliminary selection, with the specified documents, are sent to universities by May 15 of the year of admission, and candidates are sent by the commander of the formation to universities to undergo professional selection: applicants for training in programs with full military special training by June 1, and those entering programs with secondary military special training - by June 10.
Documents of candidates from among the military personnel who did not pass the preliminary selection are sent by the commander of the formation to the commander of the military unit, indicating the reasons for the refusal.
72. The admissions committee of the university, based on the consideration of the received documents of the candidates, determines the compliance of the selected candidates with the requirements of paragraphs 62, 63 of this Instruction and makes a decision on their admission to professional selection. The decision is formalized in a protocol, which is signed by members of the selection committee, approved by its chairman and communicated to the departments of the military commissariats of the constituent entities of the Russian Federation (municipal) at the place of residence of the candidates, Suvorov military schools and personally to the candidates before June 20 of the year of admission to the university, indicating the time and place of the professional selection or reasons for refusal.
Citizens of the Russian Federation living outside the Russian Federation, where there are no military units of the Russian Federation, no later than June 28 of the year of admission to the university must arrive at the selected university with a state-issued document on the appropriate level of education and documents proving identity and citizenship, for consideration by the admissions committees universities by candidates for admission to a military educational institution with the preparation of the necessary documents and admission to professional selection. 73.
